Quebec Immigration

Quebec Immigration

Quebec has a unique immigration system — it selects its own economic immigrants through its own programs. A Quebec Selection Certificate (CSQ) is your first step.

Immigrationto Quebec

Quebec is unique in Canada — it has an agreement with the federal government (the Canada-Quebec Accord) that gives it the exclusive power to select economic immigrants destined for the province. Quebec issues its own Quebec Selection Certificate (CSQ), after which you apply to the federal government for permanent residence.

French language proficiency is a key factor in Quebec immigration selection. Whether you are an experienced worker, a recent graduate, or an entrepreneur, Quebec offers dedicated pathways for you. Our bilingual consultants understand the Quebec immigration system inside out and will guide you through every step.

French skills significantly improve your chances of selection.

Obtain a Quebec Selection Certificate before applying for federal PR.

Unique System

Quebec uses its own points grid and EOI system, separate from Express Entry.

QuebecImmigration Programs

Quebec Skilled Worker Program

The Quebec Skilled Worker Program (QSWP) selects foreign nationals who want to settle in Quebec permanently and have the ability to successfully establish themselves economically. Quebec uses its own points-based selection grid (Grille de sélection).

Key Requirements

  • Score enough points on the Quebec selection grid
  • Proof of financial means to settle in Quebec
  • French language ability is strongly advantageous
  • Obtain a Quebec Selection Certificate (CSQ) before applying for Canadian PR

Quebec Experience Program (PEQ)

The Quebec Experience Program (Programme de l'expérience québécoise / PEQ) offers a fast-track to Quebec permanent residency for temporary foreign workers and international graduates who have already integrated into Quebec society and the labour market.

Key Requirements

  • At least 12 months of full-time work experience in Quebec in the last 24 months (for workers)
  • Completed a Quebec diploma of at least 900 hours (for graduates)
  • Intermediate advanced knowledge of French (oral comprehension and expression)
  • Intend to settle permanently in Quebec

Expression of Interest System

Quebec uses an Expression of Interest (EOI) system similar to Express Entry at the federal level. Candidates submit an expression of interest and are ranked. Quebec then invites the highest-ranking candidates to apply for a CSQ through regular selection rounds.

Key Requirements

  • Submit a complete expression of interest profile
  • Meet the minimum threshold score for the relevant program
  • Receive an invitation to apply from the MIFI (Quebec immigration ministry)
  • Submit a complete CSQ application within the deadline

Quebec Immigration Pilot Program

Quebec occasionally launches pilot programs to address specific labour market shortages or to attract candidates with particular skills. These pilots may target specific regions, sectors, or occupations and can provide an alternative pathway to a CSQ.

Key Requirements

  • Meet the specific criteria of the active pilot program
  • Have a valid job offer or work in a targeted sector
  • Meet French language requirements set for the pilot
  • Intend to permanently settle in Quebec

Quebec Immigration Levels Plan

Each year, Quebec publishes its Immigration Levels Plan, which outlines the number of immigrants it plans to welcome and the distribution across economic, family, and humanitarian categories. Understanding this plan helps candidates predict draw volumes and timelines.

Key Requirements

  • Annual plan sets admission targets for skilled workers, family class, and refugees
  • French-language proficiency is increasingly prioritized in the levels plan
  • Plan influences frequency and cut-off scores of EOI draws
  • Consult the current plan to understand your chances for the year
